Social Security Contributions in Namibia Explained

There's a small deduction on every Namibian payslip for Social Security, and it has two features that catch people out: it's capped at the top and it has a floor at the bottom, which is unusual.

The Social Security Commission (SSC) runs Namibia's national social security scheme. Contributions are shared 50:50 — you pay 0.9% of your earnings, and your employer pays another 0.9%, so 1.8% goes to the fund in total but only 0.9% comes off your pay.

Then come the limits. Your monthly contribution can never be less than N$4.50 or more than N$99.00. Working backwards from those figures: the maximum kicks in once you earn about N$11,000 a month, and the minimum applies below roughly N$500 a month. So someone earning N$15,000 and someone earning N$150,000 both contribute exactly N$99 — the contribution stops growing entirely. If you've ever looked at a senior colleague's payslip and thought their social security looked oddly small, that's why, and it isn't a mistake.

Some quick examples. On N$8,000 a month, 0.9% is N$72, which sits between the limits, so you pay N$72. On N$20,000 a month, 0.9% would be N$180 — but the cap applies, so you pay N$99. On a very small income of N$400 a month, 0.9% would be N$3.60, which is below the minimum, so the floor lifts it to N$4.50.

One important detail about how it interacts with your tax: your social security contribution does not reduce your taxable income. Unlike an approved pension contribution, which is deducted before your tax is worked out, SSC is taken from your pay after the tax calculation. So it lowers your take-home pay but doesn't lower your PAYE. This differs from some neighbouring countries, and it's worth knowing if you're comparing payslips across borders.

Employers must pay contributions over to the SSC within 30 days of the end of the month.
